NYC Council to Examine AI Risks, Invites OpenAI and Anthropic Leaders

New York City Council Speaker Julie Menin has announced a hearing on the potential risks of artificial intelligence for October 5, 2026, with all 51 Council members set to convene.

Menin has invited OpenAI’s Sam Altman and Anthropic’s Dario Amodei to participate as the Council considers whether stronger safeguards are needed to protect New Yorkers.

In letters dated September 15, Menin recognized AI’s potential to support innovation, scientific discovery and economic growth. She also outlined concerns about public safety, cybersecurity, privacy and accountability when AI systems cause harm.

The letters raise questions about safety testing, transparency, consumer protections and the ability of employees to report concerns without retaliation.

The planned hearing will examine whether existing protections are sufficient and whether additional city legislation, oversight or resources are needed.

For New Yorkers, the discussion has practical importance: protecting personal information, keeping businesses secure and ensuring that people have meaningful options when technology causes damage.

The hearing will bring these questions into public debate, with a focus on how the city can benefit from AI while protecting its residents.

Altman and Amodei have been invited; the announcement and letters do not confirm their attendance.
